A team of Chinese scientists maps current processing leaders and trade patterns, then highlights how China’s staple-food policy, rising urban demand and stricter environmental rules are pushing its processors toward larger scale, higher automation and more sustainable operating models.
In a new review in the journal Foods, Chinese researchers Xiaoye Hu, Hong Jiang, Zixuan Liu, Mingjie Gao, Gang Liu, Shilong Tian and Fankui Zeng analyse how potatoes are processed around the world – and where China fits in. The team is based at the Lanzhou Institute of Chemical Physics and the University of Chinese Academy of Sciences, together with colleagues at the State Key Laboratory of Efficient Utilization of Arid and Semi-Arid Arable Land in Northern China (Chinese Academy of Agricultural Sciences) and the Agricultural Product Storage and Processing Research Institute of the Gansu Academy of Agricultural Sciences.
Drawing on FAOSTAT, UN Comtrade, market-research data and case studies from 11 major producing countries, they map out who is turning potatoes into which products, how the money flows, and what it will take to make the industry more sustainable.
For growers and processors from North America to Europe, Asia, Africa and beyond, the message is clear: the volume of potatoes is no longer the story. Increasingly, the real contest is over who controls the value-added processing chain – and who can align fries, chips, flakes and starch with stricter quality, safety and environmental expectations.
Global processing has grown fast – but unevenly
The review begins with a stark reminder that the global potato map has shifted dramatically over the past half-century. Poland’s potato area has plunged from around 2.8 million hectares in the early 1960s to under 200,000 hectares today, while South Africa’s production has increased several-fold despite only a modest rise in area.
At the same time, the processing side of the industry has become a major economic engine:
- The global potato-processing market was worth about 41 billion US dollars in 2023 and could approach 60 billion by 2031.
- Developed processing hubs such as the United States, Canada, Germany, the Netherlands, France and Belgium typically process somewhere in the range of 60–80 % of their potato output.
- By contrast, China processes around 15 % of its potatoes, and India about 7 %, despite being the world’s first and second largest producers respectively.
This imbalance helps explain current trade flows. Countries with mature processing sectors not only supply their own fast-food and retail markets – they also dominate exports of frozen fries, chips, flakes and starch. Meanwhile, nations where potatoes are still largely eaten fresh are often net importers of processed products.
China’s late start – and rapid catch-up
Compared with North America and Western Europe, China’s modern potato-processing sector developed relatively late. But policy support and fast-changing consumer habits are now driving rapid growth.
Key points from the review:
- In 2014, China’s Ministry of Agriculture and Rural Affairs formally listed potatoes as the country’s fourth staple alongside rice, wheat and maize – signalling that potatoes matter for food security, not just as a side dish.
- More than two-thirds of China’s potatoes are still consumed fresh, but domestic demand for convenient products is rising quickly, driven by fast-food chains, e-commerce and home freezers.
- A major milestone came in 2022, when China became a net exporter of frozen French fries for the first time, shifting from import-dependence towards emerging export player.
Just eight major French fry manufacturers in China produced and sold roughly 1.27 million tons of fries in 2023. Beijing Kaida Hengye and SnowValley Food lead the domestic pack, while multinationals such as McCain, Lamb Weston, Aviko and Simplot operate significant plants in the country.
Many of the most advanced processing lines – particularly for precision cutting, drying and fully automated fries – are still imported, primarily from European suppliers. Chinese companies have begun installing highly automated, sometimes unmanned, lines of their own, but there is still a gap in overall efficiency, consistency and product quality compared with leading processors in Europe and North America.
How leading processing countries stack up
Using case studies, the authors sketch a comparative portrait of major potato-processing nations:
- United States and Canada – Both countries process well over 60 % of their potato output, with frozen French fries and other frozen products dominating. Extensive irrigation infrastructure, large grower–processor contracts and vertically integrated supply chains underpin stable raw material flows into plants that supply domestic and export markets throughout Asia, Latin America and beyond.
- Germany and the Netherlands – These are starch and specialty-product powerhouses. In Germany, processing accounts for roughly 70–80 % of production, with a strong focus on starch and modified starches, alongside processed foods from chips to ready-to-eat dishes. The Netherlands combines significant starch output with an outsized role in trading and processing for export.
- France, Belgium and the UK – These countries have carved out strong positions in fries and other processed products, often servicing cross-border demand. A large share of northern French potatoes flows directly into Belgian fries plants, while the UK is a major market for frozen fries and crisps.
- India and South Africa – Both have substantial production but still relatively modest processing rates. India’s fries sector is expanding from a low base, while South Africa shows strong growth in overall production but continues to depend on imports for some processed categories, especially in quick-service restaurants.
Across these markets, the same few multinationals – McCain, Lamb Weston, Simplot, Aviko, Farm Frites and others – repeatedly appear as dominant players, often partnering with local growers in long-term contracts and operating plants on several continents.
Where the value lies: fries, chips, flakes and starch
The review devotes significant space to four core product families and their different market logics:
- French fries – Frozen fries remain the flagship product of the global processing industry, tightly tied to fast-food expansion and food delivery. North America and Europe are still the primary production hubs, but China’s output is climbing quickly as domestic fast-food brands and delivery platforms demand reliable, standardized fries.
- Potato chips/crisps – Traditional fried chips still dominate globally, backed by decades of incremental innovation in peeling, slicing, frying, seasoning, packaging and sorting technologies. Brand power matters enormously here: international labels such as Lay’s and Pringles continue to shape consumer expectations in many markets, including China, even as domestic brands push into baked, low-oil and better-for-you segments.
- Flakes and granules – Often less visible at retail, flakes, granules and pellets play crucial roles in instant mashed potatoes, snacks, bakery products and food-service formats. Trade in these highly processed forms is concentrated in countries with strong processing infrastructure, including Germany, the Netherlands and the US.
- Starch – Potato starch is both a food ingredient and an industrial material. Germany and the Netherlands dominate starch exports, while the US is a major importer, reflecting broad use in foods, paper and other industries. In China, tighter environmental standards have forced consolidation among starch factories and accelerated the adoption of more advanced wastewater and by-product recovery systems.
As consumer tastes evolve, the authors see growth potential in healthier chips (baked, low-salt, low-oil), higher-protein potato ingredients and functional products that position potatoes within the broader better nutrition trend.
What Porter’s Diamond reveals about China’s competitiveness
To understand why China lags behind established processing leaders – despite huge potato production and a massive domestic market – the study applies Porter’s Diamond Model.
The analysis highlights both advantages and bottlenecks:
- Factor conditions – China has abundant arable land suitable for potatoes and rapidly improving agronomy in several key regions. But there are gaps in specialized processing varieties, storage infrastructure tuned to processors’ needs and fully automated plant equipment designed for local conditions.
- Demand conditions – Domestic demand is strong for convenient, potato-based foods, especially fries and chips among younger urban consumers. At the same time, per capita potato consumption is still below levels in some European countries, leaving room for further demand growth.
- Related and supporting industries – China’s machinery, packaging and logistics sectors are highly developed overall, but specialized potato-processing technology still leans heavily on imports. Local innovation in cutting, frying, drying, freezing and control systems is emerging but not yet on par with European suppliers.
- Firm strategy, structure and rivalry – A mix of domestic players and multinationals creates a competitive landscape that can drive improvement – but Chinese firms still need to strengthen brand building, marketing and quality differentiation if they want to compete at the high end of global markets.
The conclusion is straightforward: China has the resource base and market size to become a true processing powerhouse, but it must invest more aggressively in automation, quality control, new varieties and international branding to close the gap.
Sustainability moves centre stage
Beyond economics, the review underscores how environmental and social expectations are reshaping processing strategies worldwide. Several trends stand out:
- Circular economy and by-product use – European processors, particularly in the Netherlands and Germany, are converting peels and processing waste into animal feed, biofuels or biodegradable materials, and building closed-loop systems where one plant’s waste becomes another plant’s input.
- Greener packaging – Major fries and chip brands in North America and Europe are experimenting with biodegradable and compostable films, while also reducing total packaging per unit where possible.
- Wastewater and emissions control – In China, tougher environmental regulations introduced over the past decade have led to the closure of many small starch plants. Surviving and new large-scale plants have adopted advanced wastewater treatment, recovering protein from starch effluent and discharging water only after meeting stricter standards.
- Genetic diversity and climate resilience – The review links processing to upstream breeding and conservation, pointing to international efforts to safeguard potato germplasm in gene banks and cryopreservation facilities as insurance against climate change and emerging pests and diseases.
Taken together, these developments show that sustainability is no longer a niche concern. For processors everywhere – from Belgium to British Columbia to Beijing – it is becoming a condition of market access and social licence.
Quality management, automation and digital control
The authors pay close attention to quality management and automation – areas where leading processors have moved far ahead.
They highlight:
- The central role of HACCP and integrated food safety systems, often aligned with ISO 22000, to control microbial risks and ensure traceability in large-scale plants.
- Use of near-infrared spectroscopy and other non-destructive sensing techniques to monitor dry matter, sugar levels and other quality parameters in real time.
- Automated fryers, line-wide control systems and machine-vision sorting that can adjust temperature, time and product flow based on incoming raw material and in-process measurements. Some systems reach near-perfect accuracy in removing defective potatoes on fully automated lines.
- Emerging deep-learning tools to detect colour changes linked to acrylamide and other quality defects, helping processors manage both regulatory compliance and brand consistency.
For Chinese processors, catching up will likely require both imported technology in the short term and targeted domestic R&D in the medium term – particularly in sensors, software and data integration for large, complex plants.
What it means for growers and processors worldwide
Although the paper is written from a Chinese perspective, it carries broader lessons for the international potato community.
For growers:
- The shift from fresh markets to processed outlets continues to reshape production decisions, variety choices and on-farm investment – from uniformity and storage performance to specific dry-matter and sugar profiles tailored to fries, chips, flakes or starch.
- Countries with low processing rates but growing urban populations – such as India and several African and Asian nations – represent both risk and opportunity: risk if imports displace local raw potatoes, opportunity if local processing can be scaled in ways that share value fairly along the chain.
For processors:
- Competition is intensifying. China’s emergence as a net exporter of frozen fries adds a new player to global trade routes long dominated by European and North American suppliers.
- Sustainability and automation are no longer optional bolt-ons; they are central to cost control, regulatory compliance and brand positioning.
- Differentiation – whether through healthier chips, premium fries, specialty starches or strong national brands – will likely matter more than pure volume.
For policy makers:
- Consistent, targeted policies – from stable grower support and quality standards to R&D funding and environmental rules – are critical for nurturing a competitive, sustainable processing sector.
- China’s own experience shows how quickly policy can reshape the industry, from declaring potatoes a staple food to enforcing strict environmental requirements that weed out outdated starch factories and drive technological upgrading.
A sector at a crossroads
Hu and colleagues close their review with a clear assessment: China’s potato-processing industry has made impressive strides but still trails global leaders on automation, efficiency, product diversity and international brand strength. Yet with abundant resources, growing domestic demand and increasing technical capacity, the country stands on the cusp of becoming a much more influential player.
For the global industry, that raises both challenges and opportunities. As new plants come online, as chips and fries evolve and as circular-economy models and quality-driven technologies spread, the question is not whether potato processing will grow – but who will shape that growth, and on what terms.
The Chinese review does not settle that debate. But it does offer something highly useful to growers, processors and policy makers around the world: a clear picture of where we stand today, and a reminder that the decisions taken now on technology, sustainability and collaboration will determine who thrives in tomorrow’s processed potato economy.
